One of the main features of the Winter Wonderland is the Polar Train Station!
As you add in Rail Spikes, Rail Ties and Lumps Of Coal you will progress from levels 1 through 10 and then you will unlock new gifts! These gifts comes when you harvest a ready Polar Train Station. It seems some players were getting the Arctic Rabbit and Arctic Fox in the first level but they are also some of the level 6 rewards.

My train station is complete and I got only a level 4 gift I asked live chat and they said that the gifts are random.......so it is pure luck what we get.
